ABSTRAK Pada tahun 2013 wacana pemekaran mengemuka di kabupaten Aceh Barat untuk dimekarkan menjadi Kotamadya Meulaboh. Tokoh-tokoh politik dan tokoh masyarakat di kabupaten tersebut memiliki pandangan, jika Aceh Barat punya daerah otonomi baru lagi, maka akan mempercepat pembangunan dan peningkatan kualitas pelayanan masyarakat. Munculnya keinginan itu juga tidak terlepas dari sejarah Meulaboh yang berkembang pesat menjadi kota besar di wilayah Barat-Selatan Provinsi Aceh. Namun, nuansa politis dari pembentukan Kotamadya Meulaboh terlihat sejak beberapa politisi lokal yang awalnya lantang menyuarakan wacana pemekaran, kemudian setelah mendapat kekuasaan atau kepentingan politiknya tercapai di kabupaten Aceh Barat, malah berbalik arah menolah kehadiran Kotamadya Meulaboh. Wacana pemekaran Kotamadya Meulaboh sempat terhenti dikarekan adanya moratorium Daerah Otonomi Baru (DOB) yang dikeluarkan presiden Joko Widodo di masa kepemimpinan pertamanya. Di periode kedua pemerintahannya, Joko Widodo juga masih melanjutkan moratorium DOB. Hal ini membuat peneliti tertarik untuk meneliti lebih jauh politisasi isu pemekaran kabupaten Aceh Barat (studi kasus wacana pembentukan kotamadya meulaboh pasca pilkada 2017). Metode penelitian yang dilakukan adalah metode kualitatif. Hasil penelitian ini menunjukkan bahwa, pembentukan kotamadya Meulaboh yang awalnya mendapat dukungun oleh semua pihak, baik eksekutif maupun legislatif, kini hanya tinggal diperjuangkan legislatif saja bersama kelompok pendukung pemekaran. Akan tetapi, adanya proses politis dari pemekaran tersebut tidak membuat roda pemerintahan di Aceh Barat terhambat. Begitu juga dengan kondisi sosial masyarakat, tidak terjadi gesekan yang nyaris berujung konflik antar pendukung pemekaran dengan kelompok lain dari masyarakat yang tidak sepakat hadirnya pemekaran. Hanya saja, diskusi-diskusi tentang kotamadya Meulaboh tersebut hingga kini masih menjadi perbincangan di ruang-ruang publik. Adapun penting dilakukan oleh penggerak pemekaran Kotamadya Meulaboh adalah menunjukkan sikap transparan, akuntabel, agar masyarakat tidak mengganggap ini hanya kepentingan elit politik semata dengan mengatasnamakan kepentingan rakyat. Sementara pemerintah Aceh Barat, untuk memastikan kondisi sosial masyarakat supaya tidak terjadi konflik horizontal, perlu kiranya membentuk tim kajian khusus menangani persoalan ini. Kata Kunci : Pemekaran, Local Bossism, Aceh Barat ABSTRACT In 2013 the discourse of expanding teritory came to the fore in the district of Aceh Barat to be divided into the Municipality of Meulaboh. Political figures and community leaders in the district have the view, if Aceh Barat has a new autonomous region, it will accelerate development and improve the quality of public services. The emergence of that desire is also inseparable from the history of Meulaboh which developed rapidly into a large city in the South-West region of Aceh Province. However, the political nuance of the formation of the Meulaboh Municipality was seen from a number of local politicians who initially loudly voiced the discourse of expanding teritory, then after gaining power or political interests were reached in the district of Aceh Barat, instead turned towards denying the presence of the Municipality of Meulaboh. The Meulaboh Municipality expansion had stopped due to the moratorium on the New Autonomous Region (DOB) issued by President Joko Widodo during his first leadership. In the second period of his administration, Joko Widodo also continued the DOB moratorium. This makes researchers interested in further researching the politicization of the issue of the expansion of the district of Aceh Barat (a case study of the discourse of the formation of the Meulaboh Municipality after the 2017 elections). The research method carried out is a qualitative method. The results of this study indicate that, the formation of the municipality of Meulaboh, which initially received support from all parties, both the executive and legislative branches, now only needs to be fought for by the legislature along with expanding teritory support groups. However, the political process of the division did not hamper the wheels of government in Aceh Barat. Likewise with the social conditions of the community, there was no friction that almost ended in conflict between of expanding teritory with other groups of people who did not agree to the presence of the division. However, discussions about the Meulaboh municipality are still a subject of discussion in public spaces. The important thing to do by activating the Meulaboh Municipality expansion is to show a transparent, accountable attitude, so that the community does not assume that this is only the interests of the political elite merely on behalf of the people's interests. While the Aceh Barat government, to ensure social conditions in the community so that horizontal conflicts do not occur, it is necessary to form a special study team to address this issue.
