ABSTRAK Pencalonan eks narapidana pada pemilu legislatif tahun 2019 di Aceh menuai pro dan kontra, hal ini disebabkan karena dapat menganggu integritas pemilu. Praktek Pelaksanaan penyelenggaraan Pemilihan Umum Presiden dan Wa¬kil Presiden (Pil-pres) dan Pemilihan Umum Legislatif (Pileg) di Aceh 2019 menjadi pusat perhatian semua kalangan. Di masa kampanye, pembahasan mengenai integritas (electoral integrity ) menjadi isu sentral dan terus diupayakan seiring dengan cita-cita untuk mewujudkan pemilu yang demokratis dan akutanbel sesuai dengan kehendak rakyat. Keterlibatan aktor politik memerlukan sikap integritas menjadi kewajiban yang tertulis berdasarkan peraturan PKPU No 20 Tahun tentang Pencalonan Anggota DPR dan DPRD Kabupaten/kota terhadap Undang-Undang Nomor 7 Tahun 2017 tentang Pemilu (UU Pemilu). Pada konteks Aceh Komisi Independen Pemilihan (KIP) sebagai penyelenggara pemilu di Aceh harus mengedepankan sikap dan moral sehingga melahirkan pemilu yang berintegrias. Penelitian ini bertujuan untuk mengetahui pencalonan eks narapidana korupsi dan kaitannya dengan penyelenggara pemilu di Aceh. Manfaat penelitian ini untuk memberikan saran kepada pemerintah agar permasalahan ini dapat segera menemukan solusi agar pemilu yang dihasilkan juga berintegritas. Untuk menganalisis permasalahan dalam penelitian ini menggunakan teori moralitas imanuel Kant, etika politik dan mengaitkannya dengan konsep Integritas serta Asas pemilu menurut ahli dan penyelenggara. Adapun pendekatan penelitian yang dilakukan menggunakan metode kualitatif deskriptif. Hasil penelitian menunjukan bahwa pencalonan eks narapidana korupsi dapat menganggu integritas pemilu di Aceh, dengan adanya eks narapidana dapat memperburuk citra pemilu, kemudian adanya tumpang tindih PKPU dan Undang-Undang, serta tidak adanya sinkronisasi antara KIP dan PANWASLIH dalam mewujudkan pemilu yang berintegritas di Aceh. Berdasarkan temuan tersebut dapat disimpulkan bahwa penyelenggara pemilu legislatif di Aceh tidak berintegritas karena penyelenggara tidak memiliki sikap dan konsisten terhadap aturan yang telah ditetapkan dalam mempertahankan integritas. Kata Kunci : Integritas Pemilu, eks narapidana korupsi, Pemilu legislatif 2019 di Aceh ABSTRACK The nomination of ex-convicts in the 2019 legislative elections in Aceh is reaping the pros and cons, this is because the existence of corrupt candidates can disrupt the integrity of the election. The practice of implementing the Presidential Election and the Presidential Election (Pilpres) and the Legislative General Election (Pileg) in Aceh 2019 became the center of attention of all circles. During the campaign period, the discussion on integrity (electoral integrity) became a central issue and continued to be pursued in line with the ideals of realizing democratic and accountable elections in accordance with the will of the people. The involvement of political actors requires integrity to become a written obligation based on PKPU regulation No. 20 of the Nomination of Members of DPR and Regency/ City DPRD against Law Number 7 of 2017 concerning Elections (Election Law). In the context of Aceh the Independent Election Commission (KIP) as the election organizer in Aceh must prioritize attitudes and morals so as to give birth to elections that have an integrity. This study aims to determine the candidacy of former corruption convicts and their relation to the integrity of election administrators in Aceh. The benefit of this research is to provide advice to the government so that this problem can immediately find a solution so that the resulting election also has integrity. To analyze the problems in this study use the theory of morality, political ethics (Immanuel Kant) and relate it to the concept of Integrity and Election Principles according to experts and organizers. The research approach was carried out using descriptive qualitative methods. The results showed that the nomination of former corruption convicts could disrupt the integrity of the elections in Aceh, the existence of ex-convicts can worsen the image of the election, then the overlapping PKPU and the Law, and the absence of synchronization between KIP and PANWASLIH in realizing elections with integrity in Aceh. Based on these findings it can be concluded that the legislative election organizers in Aceh have no integrity, because the election organizers have no attitude of integritry.
