Abstrak. Daerah penelitian ditentukan secara purposive (secara sengaja) yaitu di Desa Bayu dan Desa Lamcot Kecamatan Darul Imarah Kabupaten Aceh Besar. Penentuan daerah penelitian dilakukan dengan pertimbangan bahwa daerah tersebut memiliki populasi dimana terdapat program subsidi Rastra. Penelitian berlangsung pada bulan Maret sampai dengan April 2018.Penelitian ini dilakukan terkait dengan masalah Keefektifan dalam hal pendistribusian beras sejahtera di Kecamatan Darul Imarah Kabupaten Aceh Besar. Hal ini sangat diperlukan bagi para pengelola program Rastra dalam mengevaluasi dan menilai efektivitas pelaksanaan programRastra.Populasi dalam penelitian ini adalah Masyarakat di Kecamatan Darul Imarah Kabupaten Aceh Besar yang menerima subsidi Beras Sejahtera dari pemerintahan setempat. Pengambilan sampel dilakukan secara Purposive Sampling. Adapun yang menjadi sampel dalam penelitian ini adalah 50 Rumah Tangga Sasaran Penerima Manfaat (RTS-PM) di Kecamatan Darul Imarah Kabupaten Aceh Besar. Hasil penelitian bahwa efektifitas sistem pendistribusian rastra di Kabupaten Aceh Besar sudah dilaksanakan dengan cukup baik, karena dari 6 indikator responden menjawab sudah tepat 3 indikator diantaranya: tepat harga, tepat kualitas dan tepat administrasi, dapat lihat nilai rata-rata jawaban responden yang menjawab sudah tepat sebanyak 86% dan 14% yang menjawab tidak tepat. Selanjutnya ketidaktepatan sasaran, tepat jumlah dan tepat waktu beras yang diterima juga ikut mempengaruhi tingkat keberhasilan pelaksanaan program penyaluran Rastra. Maka penyaluran Rastra di Desa Bayu dan Desa Lamcot Kecamatan Darul Imarah Kabupaten Aceh Besar belum dilaksanakan dengan sangat baik, karena dari 6 indikator masih ada 3 indikator yang belum tepat/tidak efektif. Sesuai dengan nilai rata-rata jawaban responden yang menjawab sudah tepat sebanya 19,3% dan 80,7% yang menjawab tidak tepat. Kata Kunci : Efektifitas, Penyaluran, Rastra Abstract. The research area was determined purposively (intentionally), namely in the Village of Bayu and Desa Lamcot, District of Darul Imarah, District of Aceh Besar. Determination of the research area was carried out with the consideration that the area had a population where there was a Rastra subsidy program. The study took place from March to April 2018. This study was conducted in relation to the problem of effectiveness in the distribution of prosperous rice in Darul Imarah District, Aceh Besar District. This is very necessary for the managers of the Rastra program in evaluating and evaluating the effectiveness of the implementation of the Literature program. The population in this study is the Community in the District of Darul Imarah, Aceh Besar District, which receives subsidies from the local government. Sampling is done by purposive sampling. The samples in this study were 50 Beneficiary Target Households (RTS-PM) in Darul Imarah District, Aceh Besar District. The results of the study showed that the effectiveness of the literature distribution system in Aceh Besar District had been carried out quite well, because of the 6 respondents 'indicators, there were exactly 3 indicators including: right price, right quality and proper administration, can see the average value of respondents' answers 86% and 14% answered incorrectly. Furthermore, the inaccuracy of the target, the exact number and timing of the rice received also influenced the level of success of the implementation of the Rastra distribution program. So the distribution of Rastra in the villages of Bayu and Lamcot Village, Darul Imarah Subdistrict, Aceh Besar District has not been implemented very well, because of the 6 indicators there are still 3 indicators that are not yet appropriate / ineffective.
