ABSTRAK Penelitian ini bertujuan untuk mendapatkan gambaran mengenai strategi komunikasi yang digunakan oleh Dinas Kesehatan Kota Banda Aceh dalam menangani Kasus Difteri, kendala-kendala dalam pelaksanaan strategi komunikasi serta upaya-upaya yang dilakukan untuk mengatasi kendala dalam menangani Kasus Difteri. Teori yang digunakan adalah Teori Model Kepercayaan Kesehatan (Health Belief Model Theory) dijadikan acuan oleh peneliti sebagai landasan teoritis dalam penelitian karena dapat menggambarkan bagaimana komunikasi yang telah direncanakan dengan baik oleh Dinas Kesehatan Kota Banda Aceh untuk mempengaruhi masyarakat sehingga dapat mengubah persepsi pribadi. Peneliti melakukan penelitian dengan pendekatan kualitatif jenis deskriptif. Teknik pemilihan informan yang digunakan ialah teknik Purposive Sampling dengan 6 informan. Metode pengumpulan data yang digunakan ialah observasi, wawancara dan dokumentasi. Berdasarkan penelitian yang telah dilakukan, diperoleh hasil bahwa: 1. Promotif, 2. Preventif, 3. Kuratif, 4. Rehabilitatif. Kendala yang menjadi penghambat dari penyebarluasan informasi difteri yakni sosialisasi yang dilakukan oleh Dinas Kesehatan belum maksimal, sampai penggunaan media oleh masyarakat juga masih kurang. Dalam hal ini penggunaan media massa masih sangat minim dilakukan oleh masyarakat. Sehingga informasi ini tidak dapat sampai kepada masyarakat. Kata Kunci : strategi komunikasi, menanggulangi kasus difteri. xii ABSTRACT This research aimed to obtain the portrayal of communication strategy used by public health office of Banda Aceh in settling diphtheria cases, the challenges in the implementation of the communication strategy, as well as the efforts conducted to face the challenges. Theory used by the author is Health Belief Model Theory as a theoretical foundation in this research, due to its ability to portray how the well-planned communication by the public health office of Banda Aceh to persuade the society, so that their individual perception can be changed. The author employed qualitative descriptive approach in this research. Purposive sampling technique was employed to select the 6 informants. Data collecting methods in research included observation, interview, and documentation. Based on the conducted research, it was obtained that:1. Promotif, 2. Preventif, 3. Kuratif, 4. Rehabilitatif. The challenge of distributing information about diphtheria was, the socialization conducted by the public health office had not yet optimal, where the use of media by the society is still lacking.
