ABSTRACT This study aims to determine the financial performance of local governments before and after the enactment of Law No. 71 year 2010 on Accrual-based government accounting standards in all districts/cities of Aceh Province based on Liquidity Ratios, Solvency, Debt, and Operating Performance. The data used is secondary data in the form of local government financial reports published on the website of the Financial Supervisory Body (BPK) between the years 2014-2015. This research is quantitative descriptive research, by using purposive sampling method, the object of this study are 23 districts/cities in Aceh Province. The method of analysis used is the analysis of the Paired Sample T-Test hypothesis. The results of this study indicate that the liquidity ratio has a value of 0.006 and debt ratio 0.034 smaller than 0.05 then the ratio of liquidity and debt ratio is said to have a comparison between the years before and after the enactment of Law No. 71 year 2010 on accounting standards based on accrual. While the solvency ratio has a value of 0.198 and the operating performance ratio 0.421 greater than 0.05, which means the solvency ratio and the operating performance ratio have no comparison value between the years before and after the enactment of Law No. 71 year 2010 on accrual-based accounting standards. Keywords: Financial Performance Of Local Governments, Liquidity, Solvency, Debt and Operating Performance ABSTRAK Penelitian ini bertujuan untuk mengetahui kinerja keuangan pemerintah daerah sebelum dan sesudah berlakunya undang-Undang Nomor 71 tahun 2010 tentang standar akuntansi pemerintah yang berbasis Acrual pada seluruh wilayah kabupaten/kota Provinsi Aceh berdasarkan Rasio Likuiditas, solvabilitas, Hutang, dan Kinerja Operasi. Data yang digunakan adalah data sekunder berupa laporan keuanga pemerintah daerah yang dipublikasikan pada website badan pengawas keuangan (BPK) antara tahun 2014-2015. Penelitian ini adalah penelitian diskriptif kuantitatif, dengan menggunakan purposive sampling methode, sehingga 23 kabupaten kota menjadi objek penelitian. Metode analisis yang digunakan adalah Paired Sample T-Test. Hasil penelitian ini menunjukan bahwa rasio likuiditas memiliki nilai 0,006 dan rasio hutang 0,034 lebih kecil dari 0,05 maka rasio likuiditas dan rasio hutang dikatakan memiliki perbandingan antara tahun sebelum dan sesudah berlakunya UU NO 71 tahun 2010 tentang standar akuntansi yang berbasis accrual. Sedangkan rasio solvabilitas memiliki nilai 0,198 dan rasio kinerja operasi 0,421 lebih besar dari 0,05 yang berarti rasio solvabilita dan rasio kinerja operasi tidak memiliki nilai perbandingan atara tahun sebelum dan sesudah berlakunya UU NO 71 tahun 2010 tentang standar akuntansi yang berbasis accrual.
