Iskandar kota Banda Aceh termasuk jalan yang padat dilalui oleh kendaraan, karena letaknya berada di salah satu daerah dengan guna lahan pemukiman terbesar di kota Banda Aceh yang sebagian besar penduduknya setiap hari melakukan perjalanan menuju pusat kota untuk bekerja, sekolah, dll . Lintasan sepanjang jalan ini juga terdapat pertokoan yang menjadi pusat perdagangan dan jasa. Peningkatan volume lalu lintas di Jalan T. Iskandar menyebabkan terjadinya kemacetan di sepanjang Jalan T. Iskandar yang pada akhirnya menimbulkan penurunan kecepatan kendaraan yang berpengaruh pada tingkat konsumsi BBM yang meningkat. Penelitian ini bertujuan untuk menganalisis kinerja jalan dan hubungan kecepatan kendaraan dengan konsumsi bahan bakar minyak (BBM) kendaraan. Pengamatan data volume lalu lintas, kecepatan perjalanan dan hambatan samping dilakukan pada hari Rabu dan Minggu jam 07.00-18.00 wib., untuk menghitung kinerja jalan tinjauan dengan menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) 1997, dan juga menghitung konsumsi BBM kendaraan dengan metode Pasific Consultant International (PCI) 1988 untuk mengetahui hubungan kecepatan kendaraan dengan konsumsi BBM kendaraan. Hasil penelitian menunjukkan bahwa kinerja jalan T. Iskandar pada volume puncak hari Minggu arah Sp. Beurawe ke Sp. BPKP (meninggalkan kota), dimana Q = 1275,75 smp/jam dengan nilai derajat kejenuhan 0,81 dan termasuk kategori D. Hasil perhitungan konsumsi BBM dengan menggunakan persamaan konsumsi BBM yang telah dikalibrasi (Y = 0,0001V 2 – 0,0100V + 0,4199) didapat tingkat konsumsi BBM rata-rata berbanding terbalik dengan kecepatan kendaraan. Sedangkan tingkat konsumsi BBM yang berbanding lurus dengan kecepatannya, dengan nilai tertinggi terjadi pada hari Minggu jam 07.00-08.00 wib. untuk arah Sp. BPKP ke Sp. Beurawe (menuju kota) pada kecepatan 77,7839 km/jam dengan konsumsi BBM 0,1851 li ter/kendaraan/1,56 km , karena pada hari dan jam analisis tersebut tingkat kecepatan sudah melebihi titik puncak (balik) pada kecepatan 56,4371 km/jam dan konsumsi BBM 0,1371 li ter/kendaraan/ 1,56 km . Increased volume of traffic in road T. Iskandar cause congestion along road T. Iskandar, which in turn lead to a decrease in the speed of the vehicle that affect the rate of fuel consumption increases. This study aims to analyze the performance of the road and vehicle speed relationship with the consumption of fuel oil (BBM) vehicles. Observation of data traffic volume , travel speed and side barriers, conducted on Wednesday and Sunday at 7:00 to 18:00 pm., to calculate the performance of the review by using the Indonesian Highway Capacity Manual ( IHCM ) in 1997, and also calculate the fuel consumption of the vehicle with the method of the Pacific Consultant International ( PCI ) in 1988 to determine the relationship of the speed of the vehicle with a fuel consumption of vehicles. The results showed that the performance of the T. Iskandar on Sunday toward the peak volume Sp. Beurawe to Sp. BPKP (leaving the city), where Q = 1275.75 smp / hour with the degree of saturation of 0.81 and including category D. The results of calculations using the equations fuel consumption fuel consumption has been calibrated (Y = 0.0001V 2 – 0.0100V + 0.4199) obtained the level of the average fuel consumption is inversely proportional to the speed of the vehicle.
