Hum), (Radhi Darmansyah, M.Sc.) Pembukaan perkebunan besar seperti halnya di hutan Rawa Tripa yang mengakibatkan terjadinya konflik antara perusahaan dan masyarakat. Proses penyelesaian konflik yang dilakukan oleh pemerintah kabupaten dan daerah sendiri sering kali belum maksimal sehingga konflik tersebut berkepanjangan dan berujung pada penyelesaian melalui jalur hukum karena ketidakpuasan kedua belah pihak. Seharusnya peran pemerintah daerah sangatlah penting dalam upaya penyelesaian jika terjadinya konflik yang melibatkan perusahaan dan masyarakat. Tujuan penulisan skripsi ini adalah untuk mengetahui peran pemerintah Nagan Raya dalam proses penyelesaian konflik lahan Rawa Tripa, hambatan dan solusi yang terjadi dalam proses penyelesaian konflik Rawa Tripa. Teori yang digunakan dalam penelitian ini adalah teori konflik, konsep teori pemerintahan daerah dan teori peran. Data yang diperlukan dalam penulisan skrips ini diantaranya diperoleh melalui penelitian kepustakaan, dan lapangan. Penelitian kepustakaan dengan cara membaca buku-buku, peraturan perundang-undangan dan bahan bacaan lain yang menyangkut dengan permasalahan dalam penelitian ini. Sedangkan penelitian lapangan dilakukan dengan cara mewawancarai para informan penelitian. Hasil penelitian menunjukkan bahwa dalam proses penyelesaian konflik Rawa Tripa peran pemerintah Nagan Raya penyelesaian konflik Rawa Tripa terlihat secara jelas berdasarkan kegiatan-kegiatan serta proses-proses yang dilakukan oleh pemerintah kabupaten Nagan Raya. Peran pemerintah Nagan Raya dalam melakukan penyelesaian telah melakukan proses mediasi berkerja sama dengan pihak-pihak terkait namun hasil yang di capai belum maksimal. pengamanan dan pengawasan pada lahan yang sedang dalam proses penyelesaian guna menghindari penggarapan dari pihak-pihak yang tidak bertanggung jawab. Diharapkan kepada pemerintah Nagan Raya dalam proses penyelesaian konflik yang terjadi di wilayah Nagan Raya melakukan proses penyelesaian yang lebih maksimal lagi agar kedua belah pihak merasa puas dengan musyawarah/mediasi yang dilaksanakan agar hal tersebut tidak menimbulkan konflik yang berkepanjangan. Conflict resolution process conducted by the district and local governments themselves are often not maximized so that the prolonged conflict and lead to a settlement through legal channels because of dissatisfaction with both parties. Supposedly the role of local government is very important in solving if conflict involving the company and the community. The purpose of this thesis is to investigate the role of government in the process of Nagan Raya Tripa swamp land conflict resolution, barriers and solutions that occur in the process of conflict resolution Tripa Swamp. The theory used in this research is the theory of conflict, the concept of the theory and the theory of the role of local government.The data required in the writing of this thesis include obtained through library research, and field. The research literature by reading books, legislation and other reading materials relating to the issues in this study. While the field research conducted by interviewing informants research.The results showed that in the process of conflict resolution Tripa Swamp Nagan Raya government role conflict resolution Tripa Swamp clearly visible based on the activities and processes carried out by the district Nagan Raya. The government's role in the resolution of Nagan Raya has conducted the mediation process in cooperation with the relevant parties, but the results have not achieved the maximum. To expected Nagan Raya government in the process of resolving conflicts in the region Nagan Raya make the process more maximal solution that both parties are satisfied with the implemented consultation/mediation so it does not cause a prolonged conflict.
