yang dipilih secara purposive sampling, terdapat 2 orang informan dari kip dan bawaslu sedangkan 4 orang informan lainnya dipilih dari pihak masyarakat. sedangkan data skunder diperoleh dari penelitian kepustakaan yaitu dengan membaca buku teks, jurnal, dan bahan-bahan bacaan lainnya yang berkaitan dengan penelitian ini. dari hasil wawancara dengan kip dan bawaslu, menjelaskan bahwa pilkada yang telah berlangsung di kota banda aceh berjalan dengan sukses, aman dan tidak terdapat pelanggaran. selain itu, dari hasil temuan di lapangan, terdapat juga dua indikasi pada hasil pilkada tersebut. pertama, perbandingan fonemena angka golput pada pilkada aceh tahun 2012 dan 2017 di kota banda aceh menunjukkan angka penurunan pemilih golput sebesar 6%. penurunan fenomena angka golput pada pilkada 2017 juga menurunkan urutan kota banda aceh pada urutan kedua di provinsi aceh dari sebelumnya menduduki urutan pertama hasil pilkada aceh tahun 2012 di provinsi aceh. kedua, faktor-faktor yang menyebabkan terjadinya fenomena angka golput yang tinggi di pada pilkada aceh tahun 2012 dan tahun 2017 di kota banda aceh adalah implikasi dari rasa kecewa masyarakat kota banda aceh terhadap kondisi politik kota banda aceh. kemudian juga faktor krisis legitimasi masyarakat terhadap pemerintahan yang kebijakannya tidak dirasakan langsung oleh masyarakat juga merupakan salah satu faktor tingginya fenomena angka golput yang terjadi di kota banda aceh. oleh karena dua hal tersebut, masyarakat lebih cenderung untuk tidak menggunakan hak pilihnya dan tidak ikut serta dalam pemilu. dengan demikian, penyelenggara pemilu harusnya benar-benar memberikan pemahaman kepada masyarakat melalui sosialisasi terkait arti penting penggunaan hak politik atau hak suara terhadap masyarakat guna menghasilkan pemimpin yang sesuai dengan kebutuhan masyarakat. kata kunci: perbandingan, pilkada banda aceh 2012 dan 2017, golongan putih abstract participation in the two governor and vice governor election in banda aceh city, in every election have decreased the number of golput, in 2012 recorded the number of golput mencpai 44%, then decreased to 38.7% voters who golput in 2017. although in 2 execution aceh governor and vice governor election in banda aceh city has decreased the number of golput in banda aceh city, but the number of golput did not meet the participation of the community that has been targeted 65% by kip kota banda aceh. the purpose of this study is to know the comparison of white phenomenon in the election of governor and deputy governor of aceh in banda aceh city in 2012 and 2017. this research uses qualitative descriptive approach to examine the phenomenon in more depth. there are two data obtained in this research, that is primary data and secondary data. primary data was obtained through direct interviews of 6 informants selected by purposive sampling, there were 2 informants from kip and bawaslu while 4 other informants were chosen from the community. while the secondary data obtained from literature research is by reading textbooks, journals, and other reading materials related to this research. from interviews with kip and bawaslu, explained that the elections that have taken place in banda aceh city have been successful, safe and have no violations. in addition, from the findings in the field, there are also two indications on the results of the election. first, the comparison of phonemena of golput in aceh and 2012 in aceh and 2017 in banda aceh showed a 6% decline in golput voters. the decline in phenomenon of the number of golput in pilkada 2017 also decreased the order of banda aceh city in second place in aceh province from the previous one in the first result of aceh local election year 2012 in aceh province. secondly, the factors that cause the phenomenon of high golput number in the aceh and the 2017 election in banda aceh city are the implications of the disappointment of the people of banda aceh city to the political condition of banda aceh city. then also the crisis factor of community legitimacy to the government whose policy is not felt directly by the public is also one factor high phenomenon of golput number that occurred in banda aceh city. because of these two things, the public is more inclined not to exercise their right to vote and not to participate in the election. thus, the general election organizer should really provide understanding to the community through socialization related to the importance of the use of political rights or voting rights to the community in order to produce a leader that fits the needs of the community. keywords: comparison, elections banda aceh 2012 and 2017,
