if dengan pendekatan deskriptif. teknik pengumpulan data yang digunakan adalah dengan pengumpulan data primer yang perolehan datanya melalui wawancara serta pengumpulan data sekunder diperoleh melalui studi kepustakaan dan dokumentasi. hasil penelitian menunjukkan bahwa implementasi konsep max weber dalam reformasi birokrasi dinas kesehatan aceh dilihat dari prinsip tipe ideal birokrasi yang rasional, belum sepenuhnya berjalan dengan baik, serta ada penyebab terhambatnya implementasi konsep max weber dalam penyelenggaraan reformasi birokrasi dinas kesehatan aceh yaitu adanya pengaruh politik yang kuat serta pergantian skpa yang sewaktu-waktu berganti menyebabkan kinerja birokrasi tidak efesien, profesional dan netral. disarankan kepada dinas kesehatan aceh untuk lebih baik dalam menjalankan tugas serta betul-betul meimplementasikan undang-undang dan roap map yang telah ditetapkan dengan baik dan optimal sehingga terciptanya tatanan pemerintahan yang ideal menurut konsep max weber. disarankan juga kepada masyarakat agar lebih peka dan lebih mengerti tentang situasi dan keadaan yang sedang terjadi pada pemerintahan, supaya masyarakat turut andil dalam upaya pemerintahan menuju pemerintah yang baik dan bersih. kata kunci: birokrasi, reformasi, kekuasaan. abstract erich yuarif the implementation of max weber’s rustam, concept in bureaucratic reform of 2016 department of health of aceh faculty of social and political sciences of syiahkuala university (prof. dr. adwani, sh,m.hum, radhi darmanysah, m.sc) bureaucracy of department of health of aceh is not in accordance with the ideal concept and professional performance of max weber’s theory, as what occurs in department of health of aceh; frequent changes of positions that have not ended yet and causes of unprofessional bureaucratic performance. this thesis aimed to find out the implementation of max weber’s conceptin holding bureaucratic reform of department of health of aceh and to find out some causes that hampered the implementation of max weber’s concept in holding bureaucratic reform of department of health of aceh. the method used in this study was qualitative method with descriptive approach. the techniques of data collection used were primary data collection and secondary data collection. the primary data collection was obtained from interview. the secondary data collection was obtained from library study and documentation. the result of the study showed that the implementation of max weber’s concept in bureaucratic reform of department of health of aceh reviewed from the principle of ideal type of rational bureaucracy, the bureaucracy of department of health of aceh, has not completely run well. there were also some causes that hampered the implementation of max weber’s concept in holding bureaucratic reform of department of health of aceh that made the bureaucratic performance was not efficient, professional, and neutral. it is suggested to the aceh government to run the government wheel better and completely implement the law and road map set in order to crate ideal government structure as max weber’s concept. it is also suggested to the society to be more aware and understand the situation that occurs in governance, so that the society can contribute to create good and clean governance. keywords: bureaucracy, reformation,
